Enforcement Options

Combatting fuel fraud requires consistent application of enforcement measures. Selecting the right measures to create a more effective market is key to fuel marking program success.

There are several levels where enforcement can be defined, depending upon the scope of the problem to be solved.

  • Program publicity and education efforts with the market participants about the marking program creates a strong deterrent effect.
  • Government licensing agreements for fuel vendors can be revised to create new or enhanced penalties for participating in fraudulent fuel activities.
  • Government regulations for the sale, storage or transport of fuels set at the ministry level can be modified to support enforcement goals.
  • In some countries, new fuel legislation is needed to define the requirement to mark the fuel, the right to inspect various storage locations or stop a suspicious vehicle, and outline the offenses and penalties.
